49. The representative of Japan expressed his delegation's concern that the EC proposal seemed to contain inconsistencies with the Agreement. While concurring with the requests for clarification already made by other delegations, he would also appreciate to learn from the European Communities what the relationship was between section IV of its proposal and Articles 23.3 and 24.5 of the Agreement; what the relationship was between section VII of the proposal and Article 24.9 of the Agreement; and to have an explanation about the management and cost issues of the proposed system.
