The representative of Singapore said that, whilst individual Members' responses were certainly useful, in order to handle this matter in a meaningful way, it would be best dealt with through a synoptic approach. Difficulties arising from the differences among models in place in Members could probably be tackled by pointing out certain distinctive elements or particularities which there might be in certain Members. A synoptic approach would allow the Council to see the trends. Delegations were not interested in the particularities which each Member had, but were interested in the broad thrust of how these provisions were being interpreted. This did not preclude any Member which had an interest in a specific area from looking more closely at the individual responses.
