The representative of Norway, noting that the Secretariat paper acknowledged the increased importance of trade-related intellectual property rights in the global trade in goods and services as accentuated by electronic commerce, said that this area was a highly dynamic one which needed a thorough discussion in the Council, for which the paper should be the basis. He thanked the United States for its paper which, he said, had provided information for further studying the topic. Regarding the issues to be addressed for a more thorough discussion in the forum, he endorsed the views expressed by the European Communities; Hong Kong, China; and others. His delegation was still studying the implications of intellectual property right issues on electronic commerce and would come back later with more detailed comments. He therefore requested the Chairperson to reserve enough time for discussion at the next meeting.
