The representative of the European Communities recalled that his delegation had, on several occasions, expressed concerns regarding Section 211 of the United States Omnibus Consolidated and Emergency Supplemental Appropriations Act of 1998. It had not proven to be possible to get clarification on a number of his delegation's concerns from the Government of the United States. Therefore, the European Communities and their member States had decided to request consultations with the United States Government under the DSU.
