The representative of Argentina said that while the WIPO systems had the objective, as the EC delegate had said, of facilitating the obtention of protection, the mandate in Article 23.4 of the TRIPS Agreement only required the establishment of a system to simply facilitate protection, not to obtain it. The European Communities were basing their proposal on exactly that difference in the language. Additionally, the European Communities cited the WIPO systems as if they had a broad acceptance by WTO Members, which was not the case, particularly in relation to developing countries. For example, with exception of the PCT, virtually no Latin-American WTO Member had ratified any WIPO system.
