The representative of Malaysia, speaking on behalf of the ASEAN Members, said that the purpose of Article 23.4 was understood to mean the establishment of a notification and registration system for wines and spirits. That establishment itself would be the means to facilitate Article 23 protection. The notification system would assist national authorities in preventing the use of a geographical indication or in invalidating it. Hence, the register was meant to be of assistance to national legal means to implement Article 23 obligations. It should not serve to enhance the level of protection.
