120. The representative of the Czech Republic said that Members should have the possibility of deciding whether they would enjoy benefits deriving from the system or not. In this case, it was obvious that the system should be obligatory for all participating Members. However, obligations for non participating Members must be clearly set out to ensure an effective facilitation of the protection.
