The Chairman recalled that his predecessor had reported that "a fair amount of detailed work had been done in these areas", that there was significant common ground in the area of registration and a fair measure of common ground in the area of notification. However, whilst some differences remained, it was understood that positions on these two issues remained linked to the treatment of participation and legal effects. He had therefore not raised any questions on these elements in the provisional list.
