81. The Chairman recalled that on 23 October the Special Session had started discussions on four questions listed in a fax sent to delegations on 2 October. Towards the end of that meeting, he asked for delegations' views on what he provisionally called "shared responsibility" for both the notifying country and the consulting country to take into account the information on the register. Some delegations had given their preliminary views. He recalled that the Secretariat had been asked at the 23 October meeting to provide a brief summary of the main points made by delegations under the four questions in order to help them better understand the points made, some of them being very "pointed" or technical. Accordingly, a non exhaustive summary of the main points made under the four questions, without attribution to any delegation, was circulated in the morning before this meeting. 82. The Chairman suggested to addressing the previous Friday meeting’s unfinished business regarding his questions, including follow up reflections on the substantive discussions, using a similar working method, namely to take the answers and comments relating to each question one by one in the order they had been posed. He invited those delegations which believed that a point related to more than one question to identify the relevant questions and to elaborate on why a point would be acceptable or not.
The Special Session took note of the statements made.
