There could be some process requiring the EC to put these 10,000 names before a WTO body, the TRIPS Council for example, which would then examine them and agree on what would clearly meet the definition under the TRIPS Agreement and thereby save the burden on other countries, in particular the smaller ones, from having to go through the same list of 10,000 names.
