139. The Chairman recalled that at the 23 October meeting he had tried to clarify his thinking in respect of this question. He asked delegations if they had given some thought to any option other than voluntary or mandatory participation. He said that it was his responsibility to seek whether or not there was any possibility for a compromise. He felt that both views – mandatory vs. voluntary – could be accommodated by having criteria determining which Members would respond to the mandatory or voluntary requirements.
