10. The Chairperson was sympathetic to the situation faced by the Secretariat. He added that at the September meeting participants had not had time to discuss further the last set of issues namely, "Participation". Neither had they exhausted the first round of discussions on the four sets. He therefore suggested that what had been raised during this Special Session should be incorporated in the compilation in order to have a comprehensive picture of all the points and issues raised.
