11. The Chairperson noted that no delegation was planning to submit any new or revised proposal during the present meeting. He recalled that the Special Session had earlier agreed to a "mental benchmark" for the submission of proposals, namely by the September meeting of the Special Session, although, as indicated in previous meetings, delegations were free to submit proposals at any time. However, due to the timetable agreed by Ministers, the focus should be on moving forward to the second phase of the negotiations, the real negotiating phase. Delegations planning to submit new or revised proposals were encouraged to do so as soon as possible. They were also invited to come forward, in the course of the discussions, with innovative or helpful suggestions, even if they did not have a new or revised proposal.
