87. The representative of the European Communities said that his delegation was puzzled by the estimates made by the United States delegation. It seemed to his delegation, at least for the registrations under the Lisbon Agreement, that the figures were much lower. The EC delegation had never claimed that there would not be any cost or that registration system should be an effortless system. It fully acknowledged the need for examining notifications according to national procedures. It would only urge delegations to work together towards finding the ways and means of getting these costs borne in a proportionate manner by those that benefited most from the system.
