102. The representative of Australia said that the multilateral system should not be unduly burdensome for Members from an administrative point of view. The greater the procedural complexity involved in participating in the system, the greater the administrative burdens for the Secretariat. He also pointed out that costs would not be the same for a developing country which was not a producer of wines and spirits as for a developing country which produced wines and spirits. That point should be borne in mind.
