The representative of the United States said that his delegation had some scepticism with regard to the role of the Secretariat as envisioned under the EC proposal and outlined by the Swiss delegation. Assurances had been given that Article 24 exceptions would be considered under the Members' national laws. He asked whether that would mean that the Secretariat would have to become familiar with the national systems of all WTO Members. If that were the case, his delegation would not think that would not be a workable system, and reiterated that the joint proposal was preferable.
