142. The representative of Switzerland said that 2002 had given delegations an opportunity to have an interesting discussion on the various characteristics of the system to be established. Numerous ideas had been exchanged and suggested by the Chairperson. The first phase of the Council's work was concluded with the November session and it should move on to the next phase. In her view, it would be useful to take advantage of a first draft text rather than work on the basis of the steps suggested by the Chairperson. Ideally, that text should be distributed by the first formal meeting in February. Otherwise, her delegation feared that the Council would not be able to make sufficient progress in its work.
