37. The representative of Chinese Taipei said that as one of the co-sponsors of document TN/IP/W/5, his delegation supported a system which was voluntary, non-binding, non-burdensome and on a non-prejudicial basis. His delegation noted that there were several different views on the difference between "multilateral" and "plurilateral" trade agreements. Doubts had been expressed, especially with respect to the legal effects of the system. In this regard, his delegation would appreciate it if the basis, nature and scope of obligations under the future system could be considered in accordance with Article 1.1 of the TRIPS Agreement, and this would include providing for a "plurilateral" system.
