39. The representative of Chile subscribed to the comments made by several delegations with respect to Singapore's statement. In her view, that clearly set out the background which could help Members interpret those words which were differently interpreted. She reiterated her country's position as contained in document TN/IP/W/5 that participation should be on a voluntary basis. With respect to the meaning of the word "facilitate", she said that word meant the opposite of the word "complicate", which would perhaps be the case if Members were to adopt a system which had legal impact affecting all Members, including non-participating ones; some Members might not participate for reasons of cost, appropriateness or interest. Finally, she noted that some Members were referring to a system of registration for GIs in general while the Special Session was currently negotiating a system for GIs only for wines and spirits.
