The representative of Hungary said, in response to Argentina's question, that the obligations under Article 23 were different from the kind of obligations under Article 34 because Article 23.1 obliged Members to provide the legal means for interested parties to prevent the use of a geographical indication. He also supported the views expressed by Switzerland that the reversal of the burden of proof would not create any substantive new obligations on Member governments unless there were State-owned enterprises that used geographical indications registered in the multilateral registry.
