The representative of Switzerland said that, by agreeing in the Uruguay Round to put a multilateral register in place that should facilitate protection, Members had implicitly agreed that the reversal of burden of proof would actually facilitate protection. The reversal of the burden of proof was an implicit key element of the multilateral register; it was therefore not necessary to have a specific reference to it in Article 23.4.
