The representative of Chile, referring to the comment made by the European Communities delegation that the mandate contained in Article 23.4 did not allow Members to modify or add footnotes to the TRIPS Agreement, pointed out that this logic also meant that the mandate in Article 23.4 of the TRIPS Agreement did not allow Members to add any obligations to existing ones.
