The representative of Brazil supported Switzerland's proposal that the Council include in its report the recommendations that had been proposed by both the proponents and the opponents of the extension of Article 23 protection, as long it also included Brazil's recommendation regarding the relationship between the TRIPS Agreement and the CBD.
