70. The representative of Pakistan attached great importance to the issues of biopiracy and misappropriation of traditional knowledge. He said that although the Council for TRIPS had discussed these issues for a while, nothing had happened so far. He recognized the importance of document TN/C/W/52 and expected a positive and expeditious outcome from the process of the Director General consultations. He said that genetic resources or biodiversity were basically primary intellectual property rights, and that patents were secondary intellectual property rights. The enforcement of secondary intellectual property rights was linked to the recognition of the primary intellectual property rights, which was important to developing countries. If, as suggested by several Members, the issue of biopiracy be discussed in other forums, the issue of enforcement of intellectual property rights should then be discussed in another forum, and then Members would have less interest in intellectual property rights in the WTO. He encouraged Members to take an expeditious approach to find solutions.
