The Chairperson recalled that, at the previous meeting, the Council had continued its discussion of the proposals tabled, one from the European Communities and their member States and the other from Japan and the United States jointly. Since then, as foreshadowed at the previous meeting, a revised version of the latter proposal had been circulated. It was sponsored by Canada, Chile, Japan and the United States.
