The Chairperson said that, at the previous meeting, the Council had had a substantive discussion on this matter, both on issues relating to the implementation of the provisions of Article 27.3(b) and on the scope of the review mandated by Article 27.3(b). It had been agreed to continue this discussion at the present meeting, both in informal and formal sessions, and delegations had been asked to make substantive contributions in writing in advance. To date, two such written contributions had been received, namely from India and the United States. Several papers addressing the issues concerned had also been submitted to the General Council in the context of the preparatory process for the Seattle Ministerial Conference.
