The Chairperson said that, in the light of the comments made by the European Communities, the item might require more reflection by all, not only as regards the nature and scope of the review but also as regards the topics that should come under it and which topics should be dealt with under reviews of other Articles. He said that it would be useful if, before the next meeting, written suggestions could be provided as to how the Council might best approach the review. This might enable the Chairperson to consult with Members with a view to structuring the discussions at the next meeting.
