The representative of Japan recalled the Japanese proposal, presented at previous meetings, to the effect that the examination of the scope and modalities of non-violation complaints provided for in Article 64.3 should be pursued. The proposal by the European Communities was in line with the Japanese proposal. Japan could support the European Communities' proposal and was ready to make contributions to the upcoming examination process. On the other hand, Japan wanted to point out that the TRIPS Council had failed to reach any consensus on the issue of the extension of the moratorium provided in Article 64.2 at its last meeting.
