175. The Chairman said that although the majority of the delegations that had spoken had expressed preference for option one, there was no consensus on any of the four options tabled for discussion. Therefore, it seemed that he would need to report to the General Council meeting of 24 July that the TRIPS Council was not in a position to make recommendations to the Fifth Ministerial Conference at this stage. This meant that further work might need to take place in the period between the General Council meeting and the Ministerial Conference.
