Turning to the report that the Council was to submit to the General Council, the Chairman suggested that the Council request the Secretariat to draft a brief factual report summarizing the Council's recent work on this topic, including references to the relevant parts of the minutes of the meetings where this item had been discussed and references to any documents submitted to the Council. He suggested that the Council adopt the report ad referendum, namely that Members would have five days to comment on the draft report once the Secretariat had made it available to them, and if there were no major substantive comments on it, the report would then be forwarded to the General Council.
