The Chairman referred to Rules 3, 4 and 6 of the Rules of Procedure for Meetings of the General Council, and said that any item requested by any Member would appear on the agenda proposed for the subsequent meeting. Beyond that, he said that it had never been a tradition, neither in the years of the GATT nor of the WTO, to bar any item from discussion unless it was found to be outside the terms of reference of the body concerned.
