92. The representative of Brazil recalled that its submission in IP/C/W/513 circulated in June 2008 proposed that the WIPO Development Agenda principles should be taken as a basis for technical cooperation and capacity-building activities carried out under Article 67 of the TRIPS Agreement. The ongoing debate in the TRIPS Council on how to achieve effective compliance with the obligations under that Article would greatly benefit from the contribution of intense and broad discussions going on in WIPO on the implementation of its Development Agenda. The first cluster of the WIPO Development Agenda, containing 14 recommendations, dealt with technical assistance and capacity building and provided a guiding framework for development-oriented technical assistance. Although some proposals referred to WIPO activities, he believed the Development Agenda recommendations to be equally relevant and applicable within the WTO context. Brazil invited the Council to further look into "Cluster A" of the WIPO Development Agenda and consider its submission from June 2008.
