The representative of the United States said that her delegation could go along with the organization of one round of informal consultations by the Chair, provided that this was not going to be looked at in any prejudiced way, either positive or negative. This would allow Members to discuss the implementation of the system and their experiences. Her delegation expected, however, that there be no outcome document other than, possibly, the reporting to the Council of what had been discussed in the informal consultations.
