125. The representative of Ecuador expressed interest in the Brazilian proposal in document IP/C/W/513/Add.1. The principles developed in the Development Agenda that WIPO had adopted as a work plan should be part of the framework of technical activities and capacity building under Article 67 of the TRIPS Agreement. That document would facilitate the Council's discussion and enable it to assess and in particular to clarify genuine needs of developing Members of the WTO in terms of the intellectual property system. For that reason, he urged Members that still had certain concerns regarding the adoption of the recommendations and principles of the Development Agenda, which had been clearly described by Egypt, speaking for the African Group at the Council's October 2009 and the present meeting, and by Brazil and India, to focus their efforts in order to make best use of the limited resources available and as a result to comply with the objectives and the principles established in Articles 7 and 8 of the Agreement.
