274. The representative of Barbados said that she understood some but not all of the concerns expressed by India. India had referred to the CARIFORUM EC EPA and indicated that CARIFORUM countries might be bound by ACTA. Her interpretation was different. Article 139 of the CARIFORUM EC EPA did not bind CARIFORUM countries to ensure an adequate and effective implementation of treaties to which the European Union was party and CARIFORUM was not. Her interpretation of Article 139.1 was that each party was only bound to ensure adequate and effective implementation of the international treaties to which that party was a signatory.
