105. The representative of Chile said that his Government had forwarded draft legislation to enable approval of the Protocol to the National Congress in August 2012. Rapid progress was made in completing the legislative steps prescribed by domestic legislation. The draft had been approved by the Chamber of Deputies in the National Congress and was being reviewed by the Senate. It should therefore be finalized soon. The approval of the Protocol emphasized the importance that his delegation attached to providing flexibility in relation to public health. Such flexibility could and had to be part of the multilateral trading system as it was an essential tool for building balanced IP systems.
