11 REQUEST FOR AN EXTENSION OF THE TRANSITIONAL PERIOD UNDER ARTICLE 66.1 OF THE TRIPS AGREEMENT
11.20. The representative of Brazil said that Brazil was supportive of the request of the LDCs for three reasons. Firstly, special and differential treatment provisions to be found in the various agreements that formed the acquis of the WTO, including the TRIPS Agreement, were an important systemic component. The role performed by this systemic component was to ensure that the international trading system be an effective instrument for social and economic development for all Members. Secondly, Brazil had invariably supported the principle that the international IP system should have policy space for countries to adjust and calibrate their national legislation in accordance with their respective stages of social and economic development. Thirdly, the incorporation of developing countries, in particular the least developed ones, into the so-called "knowledge economy" had proved to be a daunting challenge, the complexity of which could not be properly assessed when the Uruguay Round was completed. 11.21. His delegation was ready to support the proposal of the LDC Group, either as originally drafted in document IP/C/W/583, or in any other formulation that could meet the consensus of the Council.
