19. The representative of the European Communities expressed the concern of his delegation that the notification of Hong Kong, China was such a lonely event. He stressed that Members had agreed on alternative formats for these notifications and that there was a legal obligation under the TRIPS Agreement to make these notifications. He suggested that the Secretariat start thinking about a format for a review of the implementation of Articles 3, 4 and 5, which the Council might undertake next year after the completion of the current review exercise concerning national implementing legislation. It was important that the Council agree, before the end of 1997, on how to pursue this matter and how to use its time in the most efficient way in 1998 in reviewing the implementation of existing obligations.
