25. The representative of Mexico agreed with the views expressed by the delegations of Morocco and Egypt that a systematic review would not be the appropriate procedure to be agreed by the Council. In her view, the Council could discuss any issue or problem that might arise regarding compliance with the Agreement. Questions could be asked, problems might be raised, but a systematic review would take Members beyond the obligations of the Agreement. In her delegation's view, it would be more appropriate to hold bilateral consultations if differences needed to be resolved regarding compliance with the Agreement.
