The Chairperson recalled that the Council had had for some time before it a joint proposal of the delegations of Canada, Chile, Japan and the United States (document IP/C/W/133/Rev.1) and a proposal from the EC and their member States (document IP/C/W/107). The revision of its proposal, which the EC had foreshadowed at the Council's last meeting, had been recently circulated as document IP/C/W/107/Rev.1. In addition, the Council had received a paper from New Zealand on this subject (document IP/C/W/189). From the informal consultations that he had held, all he could report was that further consultations were necessary.
