Establishes the permitted uses of works for the benefit of blind people, transposing Directive (EU) 2017/1564, of the European Parliament and of the Council, of 13 September, and decriminalizes the unauthorized public performance of commercially edited phonograms and videograms (Fourteenth amendment to Decree-Law No. 63/85, of 14 March, second amendment to Decree-Law No. 252/94, of 20 October, third amendment to Decree-Law No. 332/97, of 27 of November, and first amendment to Decree-Law No. 122/2000, of 4 July)
