The representative of Paraguay recalled that some delegations had said that the mandate was clear; however, those delegations, including those which had put forward documents TN/IP/W/3 and JOB(02)/70, had not quoted Article 23.4 fully and, hence, its coverage. This way of proceeding was not helpful; it was like referring to Article 8 of the Agreement on Agriculture, implying that every Member should not subsidize agriculture products.
31. Regarding the issue of definition of the term "geographical indications", he agreed with other delegations that the definition of geographical indications was contained in Article 22.1. He recalled that various types of definition had been considered in WIPO and that should be taken into account when defining precisely geographical indications. Regarding the coverage of the system, he noted the intervention made by Argentina and said he would consult with his capital on the question of spirits.
