The representative of Hungary said that Ministers in Doha gave the mandate to complete the work that started under Article 23.4 and to establish a multilateral system of notification and registration by the Fifth Ministerial Conference. His delegation hoped that the mandate expressed the common wish of all WTO Members to participate in the system. The preference of his delegation was to have a system with the participation of the entire WTO membership. The best way to resolve the perceived tension between the concepts in question would be to have a system with full participation.
