Ambassador Eduardo Pérez Motta (Mexico)
C.i Scope and coverage
57. The representative of Cuba said that, in the Declaration, the term "pharmaceutical products" was to be construed as a generic term that included complementary products and not just the finished products required to deal with a particular public health situation. He said that such situations should not be restricted to those listed in paragraph 6 which were merely representative of extreme cases. However, the coverage of diseases should include all diseases that fell within the scope of interpretation of the principles and objectives of the Declaration. All countries, especially developing countries, should be potential suppliers and the source countries should not be limited in any way. He said that a transparent solution to the problem was to be found.
