G REVIEW UNDER PARAGRAPH 8 OF THE DECISION ON THE IMPLEMENTATION OF PARAGRAPH 6 OF THE DOHA DECLARATION ON THE TRIPS AGREEMENT AND PUBLIC HEALTH
111. The representative of Mexico said that the lack of acceptances sent a negative systemic message with regard to the amendment of the TRIPS Agreement and, beyond this, any other WTO agreement. There was a need to ensure legal certainty. He therefore urged those Members who had not yet ratified the Protocol to do so. The example of export of generic medicines from Canada to Rwanda demonstrated that the system functioned and could be used effectively. The acceptance of the Protocol could be done independently and should not be prejudged by the analysis of its operation as requested by some delegations.
