7. The representative of Venezuela, giving his delegation's preliminary reaction to the question from Korea while requesting that the question be submitted in writing, said that Article 4(d) applied to any type of international agreement and stressed that the Cartagena Agreement was a sui generis regional agreement and not a free trade agreement. There was only one precedent for a notification of such a regional integration agreement to the Council under Article 4(d), namely the notification by the European Communities of the Treaty of Rome; this notification had not met any particular objection in the Council. The notification by the Andean countries of the Cartagena Agreement had been modelled after this EC notification. It had been presented by the Andean countries individually, given that they were only individually Members of the WTO. Andean laws, such as the laws on intellectual property, being supranational legislation and not international agreements, only the Cartagena Agreement had been included in the notification.
