50. The representative of Switzerland said that the draft outline was a good basis for a background note. He said that his delegation believed that the Council should not unnecessarily complicate this straightforward task, given the clear mandate to the TRIPS Council in Article 23.4. His delegation believed that the Council should take advantage of any useful information which permitted a proper and efficient implementation of that mandate and shared the views expressed by the representative of the European Communities to that effect.
