Responding to the comments made by the representative of Egypt, the representative of the United States said that, since Article 68 provided that the Council shall monitor the operation of the Agreement and, in particular, Members' compliance with their obligations thereunder, a review of the implementation of Article 70.8 and 70.9 would be appropriate under that Article.
