54. The representative of South Africa regretted that the representative of Mexico had raised this matter in the Council. First, the points raised by Mexico concerned what were, at this time, mere plans and, if there were any production, it would not occur until after the second half of 1998; the South African authorities were doing all that they could to prevent a breach of obligations under the TRIPS Agreement. Secondly, consultations were under way between the two governments and bilateral avenues for resolution of the matter had not been exhausted.
