23. The representative of Switzerland wished to add her voice to the concerns expressed by the European Communities and the United States. Her delegation attached great importance to the full implementation of Article 70.8 and 70.9 and therefore urged the Members concerned to implement these provisions without further delay as well as to notify their systems to the Council.
